Description
Camphor is a bicyclic organic compound, a ketone derived from the bornane skeleton. Its chemical name is bornan-2-one. In cosmetics, this ingredient appears with the technical functions of denaturant, fragrance component and plasticizer. Ingredients with a denaturing function are incorporated into formulations containing alcohol to modify its organoleptic properties; fragrance components provide an olfactory profile to the finished product; and plasticizers are used to modulate the flexibility and mechanical properties of cosmetic films and coatings.
Under Regulation (EC) No 1223/2009, Camphor is regulated in Annex III under reference 331, which groups substances subject to specific restrictions. No numerical maximum concentration or restriction by type of cosmetic product is laid down in the applicable entry. The literal condition recorded in the annex states: "The presence of the substance shall be indicated in the list of ingredients referred to in Article 19(1), point (g), when its concentration exceeds: — 0,001 % in leave-on products — 0,01 % in rinse-off products." The substance does not appear with a CMR classification under Regulation (EC) No 1272/2008 in the CosIng entry consulted, and no additional mandatory labelling warnings are laid down beyond the condition of declaration in the list of ingredients cited.
