Description
1,2,3-Trichloropropane is a halogenated organic compound, belonging to the class of chlorinated aliphatic hydrocarbons, formed by a propane chain in which three hydrogen atoms have been replaced by chlorine atoms at consecutive positions. In the European cosmetic regulatory framework it has not been assigned a classified technical function, so its presence is assessed exclusively from the perspective of substances prohibited in finished cosmetic products.
In Regulation (EC) No 1223/2009 on cosmetic products, 1,2,3-Trichloropropane appears in Annex II, reference 1141, which corresponds to the list of substances whose use is prohibited in the composition of cosmetic products marketed in the European Union. Inclusion in that annex means that the substance cannot be intentionally incorporated as an ingredient in any category of cosmetic product, and no maximum permitted concentration is established, since the applicable regime is a total prohibition. In addition, the substance has a harmonized classification as Carcinogenic Cat. 1B and Reprotoxic Cat. 1B under Regulation (EC) No 1272/2008 on classification, labelling and packaging, a condition that reinforces its inclusion among the substances not admissible for cosmetic use under the CMR criteria.
Substances included in Annex II of the European Cosmetics Regulation constitute the inventory of compounds whose incorporation into finished cosmetic formulations is not authorized on the single market. The information presented is for technical reference only and does not constitute a recommendation for use or an efficacy claim.
