Description
CI 77266 is a colorant composed of finely divided particles of elemental carbon obtained by incomplete combustion of hydrocarbons. Its chemical name in the entry is carbon black (nano). Its declared technical function is that of colorant (COLORANT), a category of ingredients used to provide tone to the finished product or to modify the visual appearance of the formulation by imparting color.
Under Regulation (EC) No 1223/2009, this ingredient appears in Annex IV, reference 126a, a list of colorants permitted in cosmetic products. The other conditions field of the entry literally records "10%". The labelling and conditions of use include the following literal warnings: "Not to be used in applications that may lead to exposure of the end user's lungs by inhalation. Only nanomaterials having the following characteristics are allowed: — Purity > 97 %, with the following impurity profile: Ash content ≤ 0,15 %, total sulphur ≤ 0,65 %, total PAH ≤ 500 ppb and benzo(a)pyrene ≤ 5 ppb, dibenz(a,h)anthracene ≤ 5 ppb, total As ≤ 3 ppm, total Pb ≤ 10 ppm, and total Hg ≤ 1 ppm; — Primary particle size ≥ 20 nm." The declared color is black. The entry also appears under reference IV/126 in the cosmetic restrictions listed.
