Description
Nickel dihydroxide [1]; nickel hydroxide [2] is an inorganic compound belonging to the class of nickel metal hydroxides.
Under Regulation (EC) No 1223/2009 on cosmetic products, this substance is listed in Annex II, reference 1006, which contains the substances prohibited in the composition of cosmetic products placed on the market in the European Union. Inclusion in this annex means that the substance cannot be used as an ingredient in any cosmetic formulation intended for the European market, with no exceptions of concentration or product type. The substance has a harmonized classification as Carcinogenic Category 1A, Toxic for Reproduction Category 1B and Mutagenic Category 2, under the European classification system for hazardous substances. In addition, Regulation (EC) No 790/2009 is referenced as a complementary regulatory framework applicable to this substance.
