Do I need a separate Responsible Person in each EU country where I sell cosmetics?+
No. Regulation (EC) 1223/2009 requires a single Responsible Person established in the EU, who can cover all member states. There is no requirement to appoint a separate representative in each country where the product is placed on the market.
Is one CPNP notification enough for all EU member states?+
Yes. A notification submitted to the EU Cosmetic Products Notification Portal (CPNP) is valid across all member states. A single centralised CPNP entry satisfies the notification requirement throughout the European Union.
What country-specific requirements exist beyond Regulation 1223/2009?+
Each member state may impose additional requirements regarding labelling language, market surveillance authority, and serious incident reporting. Refer to the individual country guide for national particularities.
Do I need product labels in the local language to sell cosmetics in the EU?+
Yes. Regulation 1223/2009 requires certain mandatory labelling particulars to appear in the official language or languages of the member state where the product is sold. Countries such as Finland (Finnish and Swedish), Belgium (NL/FR/DE), and Luxembourg require multi-language labelling.
How do cosmetics regulations in the UK differ from the EU after Brexit?+
The UK has applied its own regime since 2021 (UK Cosmetics Regulation, UKCR), which requires a Responsible Person established in Great Britain and notification via the SCPN (Submit Cosmetic Product Notification) portal.
