Regulation (EC) No 1223/2009 (Annex III, Part I, entries 67–92) originally established between 24 and 26 aromatic substances that had to be declared in the ingredient list when their concentration exceeds certain thresholds. Regulation (EU) 2023/1545 (in force since 16 August 2023) expanded that list to approximately 80 fragrance allergens requiring mandatory individual declaration.
For leave-on products, the declaration threshold is 0.001%. For rinse-off products, the threshold is 0.01%. Above these values, the allergen's INCI name must appear explicitly on the label, regardless of the use of the generic term 'Perfume' or 'Fragrance'.
Non-compliant products may be placed on the market until 31 July 2026 and sold until 31 July 2028.
The list includes both individual compounds (such as Linalool or Geraniol) and complex natural extracts (such as Evernia prunastri). BD-API monitors changes to Annex III and notifies Responsible Persons when entries are added, modified or removed.

This database reflects the entries enforceable today. The new entries from Regulation (EU) 2023/1545 will be added automatically when they enter into force (31 July 2026). To anticipate these changes, Regulatory Watch notifications will warn you in advance.
