Restricted substances in cosmetics — Annex III of EU Regulation 1223/2009
About Annex III
Annex III of Regulation (EC) No 1223/2009 lists the substances that may be used in cosmetic products only under specific conditions defined by the European legislator. For each entry, the annex establishes the maximum permitted concentration, the product categories in which use is authorised (rinse-off or leave-on, use on children, etc.), the applicable additional conditions, and the mandatory labelling warnings that the manufacturer must include. A prior safety assessment by the SCCS is a prerequisite for any modification to this list. Restrictions may vary depending on the area of application — hair, skin, mucous membranes — and the target population — adults, children under three years of age.
